Improving and enhancing the financial equalization system is taken into account and the existing local smoothing experience is respected, analyzed and summarized the experience of foreign government equalization issues as a result offers new and brave solutions to improve the system, like - the three local government financial equalization system models with different calculation algorithms which requires careful study in the future.
