Analysis of Cadastral Assessment Model and Improvement Proposals for Building Land

Cadastral valuation model for building land has been approved by Regulations of Cabinet, and is expressed by a mathematical formula. The elements of cadastral valuation model for building land are the following: the base value of the building land, the land area under jurisdiction conditioned by the purpose of use, correction coefficient of the area, the correction coefficient accounting for the changes in the market, the correction coefficient of encumbrances and the correction coefficient of pollution. Within framework of the research schematic solution of cadastral assessment process for building land has been developed, which shows the flow of information required for each element of cadastral valuation model for building land. An important role in particular cadastral valuation model is played by the indicators of real property market and the basis of cadastral value, as well as zoning of building land. The main conclusion of the research is that cadastral assessment process for building land is very complicated and it requires high quality information for each element of the model.
