The topicality of this abstract defines constantly increasing resident amount of debt on utility bills, which consumes decent person's made savings for building development as well as national law requirements in privatization process unrealized, the forms change of residential building management processes. Latvian citizens' attitudes towards building joint ownership and management impact on environment in low level is maintained by a lack of knowledge and 50 years prolonged effects of state system – socialism consequences. Apartment owners wasn’t been able to join for the common purpose of building management largely dictated by the radical differences in ability to solvency, mentality and understanding of the feedback gain.
