Low carbon societies (LCS) are communities geared towards sustainable development which develop or adapt their behaviour and economy to be less dependent on carbon emitting activities. The improvement of resource productivity, increasing the capacities to use fewer natural resources and to emit less pollution during all manner of productions will lead to a society with a higher standard of living and a cleaner and healthier environment. LCS aims to lower its emissions without causing a significant effect on economic growth. Due to the complexity of tracking the progress of the common efforts across LCSs, which include many stakeholders working individually and in different groups on economic, social and environmental aspects, monitoring and evaluation of the impact of these combined efforts is essential. The objective of this research is to to develop a methodology for the evaluation of transition of Latvia’s society to a low carbon society and to demonstrate its probable success through select case studies. Analysis is conducted and approbated through a multi-criteria evaluation approach which includes the following: - A multi-dimensional evaluation methodology to encompass the policy, projects and programmes and educational component of development of a low carbon society; - Development of an integrated evaluation method combining multi-criteria analysis with a results-based evaluation methodology. The target groups of the research are state institutions, auditors and evaluators.
