            The paper deals with the phenomena of shrinking
cities and city development planning. Many cities and
municipalities in Latvia are facing population decline and
emigration. During the study, a shrinking city assessment
methodology has been developed to help to assess implications of
city shrinkage on public infrastructure. The proposed
methodology helps to create a realistic alternative for assessing
shrinkage during the planning process. The city Jelgava has
been analysed according to the proposed methodology.
