The Issue of Executive-Legislative Relations Design in Latvia

The political system of Latvia does not work efficiently enough and has to deal with legitimacy issue. The people do not trust political institutes. There have been several attempts in Latvia to reform the constitutional design of the country. One of the final attempts was the offer to strengthen executive authority. In the article the assumption is expressed that it might not be enough to strengthen the authority of the Prime Minister within the parliamentary executive-legislative relation system, to make adoption of political laws more efficient and to ensure a strategic view in solving problems of the society. Strengthening of the executive authority calls for more radical changes in the system. The presidential system could be an alternative to the parliamentary executive-legislation system. The aim of the article is to explore some of the prerequisites for the introduction of the presidential system in Latvia. The comparative analysis of the two classical ruling systems – parliamentary and presidential – was conducted to explore how these systems ensure achievement of some of the crucial aims of the democratic ruling systems. The conclusion is made that the presidential ruling system is most capable of it.
