Latvia is not rich in natural resources which can serve as a source for its economic growth. Nowadays this is knowledge and qualifications that have become the decisive factor for development of economy. Different Latvian development strategy scenarios outline that Latvia has real possibilities to reach high and sustainable quality of life growth rates only based on our main resource – human capital.
