The Earth vertical movement model shows height changes of geodetic point in period of 70 years. 10 year period is used in further processing (Figure 2).Obtained results are based on precise leveling. They confirm approximately 1 mm elevation in a year in Kolka and approximately the same Earth crust compaction in eastern part of country, reaching maximum, around 1.7 mm in a year, in southeast. Division of recension in other part of country territory is comparatively steady (Figure 2). Analyzing possible location of geodetic height zero point, recension model of the Earth crust was taken into consideration, where one can see, that the smallest amount of recension (elevation impact of Phenoscandia) (Figure 2) is in part of Kurzeme . Work group of the project chose fundamental datum point as the most appropriate height zero point, geodetic height point Fr 0002, in Sloka, who is located near the zero line of the Earth crust movement. The height of Fr002 in Baltic height system is HBHS77 = 2.125 m and in EVRS2007 system HEVRF2007 = 2.281 m. Examining offered Latvian height system and existent Baltic normal height system of 1977, it is not necessary to do special system connection, but it is necessary to finish calculations of current measurements, doing corrections about epoch and the Earth crust effect. Making connection with European Vertical Reference system (EVRS) as the basis was taken formula used in United European Leveling Network (UELN) calculations between different network height systems, and it is accepted by European (EUREF) Technical work group.Control points with certain height in both systems - Baltic normal height system on 1977 (Kronstatd zero) and European Vertical reference system (Amsterdam zero) were used to define transformation parameters and control calculations, and these control points are registered in German Cartography and Geodesy service (BKG)) database in 1999. Analyzing obtained transformation results, that they are positive in whole Latvia territory, but not constant. Differences form in limit of ~30 mm range from +0.137 m in South-east regions and up to +0.169 m in North-east regions (Figure 7). One of EVRS requirements is height reduction on one epoch. During the scientific project epoch of 2007 was chosen (2007.5.). It is related with Europea Height network EVR2007 realization, in whose calculations the newest and absolute data have been used..For defining Latvian height system one must use topical and absolute available information. At the moment, for determining transformation parameters one has used matching points in EVRF2007 realization that are registered in 1999. These data do not give valuable matching, because there is no height determination on specific epoch, but actual data do not have finished calculations and height values, including epoch.
