Changes of Construction Resources Use Efficiency in Circumstances of Rapid Economic Growth

Within the framework of the article resource use efficiency evaluation theoretical aspects included in other intermediate consumption and evaluation theoretical aspects of construction materials have been set out. It is connected with produced added value and included resources in civil construction in circumstances of rapid economic growth. Conducive power of competition of resource use efficiency rise in circumstances of rapid construction product demand rise becomes weak because in such circumstances appears bigger possibilities to affect a cost of produced construction product. Rapid demand of construction product at the beginning of period in all fields of civil construction has created a supply shock and under the influence of it businessmen working in the field of civil construction changed priorities – priority of civil construction efficiency and rise of competitiveness was replaced with priority to increase amount of manufacturing a construction product in spite of production cost growth. An obtained research result speaks volumes for reduction of construction material use efficiency with different speed in various fields of civil construction. It means that enterprises working in civil construction have reacted differently to the positive and negative challenges created by rapid construction product demand which has been considered as main causes for in intermediate consumption included resource use efficiency reduction. As it turns out, managers of construction enterprises in circumstances of rapid construction product demand are not interested to develop and perform measures for disposable resource use efficiency rise; in spite of that in such circumstances in all fields of civil construction profit increases, a part of this profit could be dedicated to finance measures which are directed to increase resource use efficiency of construction materials. Physical depreciation of intermediate consumption included construction materials and other resources per one full time employee in various fields of civil construction clearly shows to significant reduction of labour force use efficiency disposable in civil enterprises.
