In the modern Latvian terms a decision of task of solution resourse is one of ways of providing of social and political safety. Energy as a heat is a product which is constantly consumed by a man and today he is most meaningful, as an object or favour of daily necessity, most expensive in a value term and by a growing price.In this connection considerable part of population does not have the opportunity of reduction of expense of heat in the systems of the central heating.
