Sustainable Development in Construction: Conceptual Model and Latvia’s Case Study

Science and society, when facing the challenges created by globalization of economy, devotes more and more attention to the matters of sustainable development. In the construction industry the produced buildings and other constructions form provide a material basis for conformity of other economic sectors with the criteria of sustainable development. The society and scientists began to paid more attention to the outcome of a construction process, its technical, ethical and ecological conformity. Placement of constructions, amount of building materials used in construction, their heat engineering and mechanical properties, consumption of energy resources in their operation, functional conformity of layout of premises and interior and other features are used to evaluate a construction with regard to sustainability requirements. Up to now, less notice is given to matters of sustainable development of the building process both on micro and macro level. Effectiveness of using resources by construction companies shapes the “backbone” of sustainable development process of the construction industry. In various phases of the economy development cycle not only the demanded volume and price of construction products are changing. In period of growth of economy, favorable conditions give construction merchants an ability to increase efficiency of the resources using. That forms the economic and technical basis of competitiveness for construction companies, which is necessary to overcome non-conformity between demand and supply, that has arisen during economy recession. For the purpose of maintaining competitiveness in conditions of recession, businesses are forced to implement measures of increasing efficiency of using resources at their disposal more actively, by fitting in main conditions of sustainable development of national economy.
