Activity of Hostels in Higher Educational Institutions in Latvia

The higher education in Latvia is receiving insufficient funding compared to other states of Europe. In spite of that the funding for higher education had a sharp decrease in last two years, so there was a demand to find solutions, how to dispose of the funds effectively. The authors offer to divide services of higher educational institutions by importance and use outsourcing in their activities to get free means of financing. The activity of hostels is the largest source of services in higher educational institutions that contains reserves of finance. There is offered and compared different versions of activities which include both hostel activity as structure in the institution and outsourcing. The model has worked out for all services of higher educational institutions where the outsourcing can be used, but hostel services are examined closer as one of the largest student services. The model could be used in all institutions of higher education. There is a practical application of performed researches and calculations in the largest higher educational institution in Latvia by resident students in hostels – Riga Technical University. The authors offer novel structure of services for the higher educational institutions where the services are separated that could be done by using outsourcing. Universities have to do the innovation access in hostel sphere, because it is collateral function, but primary function of university is education not entrepreneurship. The innovation idea is to use outsourcing in higher educational processes to service industry on entrepreneurship.
