The aim of this paper is to incorporate risk assessment method in the transmission planning process. The tool of the method is the information technology LDM-TG (Latvian Dynamic Model for Transmission and Generation). The information technology provides the opportunity to perform dynamic optimization together with risk assessment. Paper describes the application of the given method on CE/TK power system development, including different scenarios of interconnection with IPS/UPS system. The research results have shown the benefits of the interconnection and their dependency on IPS/UPS generator electricity cost.
