At the present stage of development of airlines the most effective way to increase safety is to introduce a systemic approach to the management of the enterprise. The established practice of the General management of different models of airline management aims at highlighting these models only in the relevant areas of its work. The creation of a single integrated management system will allow, by combining the resources, to maintain the necessary level of quality of aviation services, a key indicator of which is safety. First of all it is real for airlines of medium and small volume of services. The article offers a modeling technique of such an integrated management system for middle-tier airlines.
