At the end of the 20th century the concept of sustainable development of the city has been developed. The concept of a creative and smart city appears. In the XXI century by merge of several city development concepts, the concept of smart urban environment has been evolved. Foundation of this concept is the security and stability of society based on an economic growth. The aim of this research is to develop the strategy of intelligent urban environment.
