Development of Information Database for the Evaluation of Flight Safety Level of Aviation Companies Using the Integrated System of Management

As a practice shows each aviation company use the different models of common management, dedicated to highlight an attention only in the specific areas of aviation enterprise activities that are suitable to them (aviation safety, flight safety, labour protection, quality provision, ecological safety etc.) .The work is underway mostly related to the collection, storage of information and initial evaluation of the risks. This information is disseminated within the airline and is presented to the management in one form or another. Each manager deals with the risks constantly. At the same time entire analyze of the risks and including them in the system of the maintenance of flight/aviation safety are not performed that totally decrease the appropriate level of provision of safety efficiency. In the case when all possible deviations in the staff activities and all services of the airlines are counted, the ICAO pyramid of unfavorable events is supplemented with additional layer. Lets call it the pedestal level or the rest of unfavorable events. In order to guaranty appropriate level of flight safety in the airline it is important to use this information to manage the risk factors.
