An Approach to Constructing a Model of Delays in Cells of a Cellular Network Based on Experimentally Obtained Data

This article presents an approach for describing delays in the cells of the entire cellular network. The proposed model of delays is based on a limited amount of experimentally obtained data, does not require the use of weighting factors (that would take into account the time spent in each of the cells during data collection), and also allows predicting delays in cells that have not been experimentally investigated at all. This model allows to evaluate cells separately, rather than working with "average" delays of the entire cellular network (for example, to evaluate only the “poorest” cells (with the highest delays), thus considering the worst condition). The proposed model does not take into account the impact of the actual network coverage (assuming "sufficient" signal quality), as well as does not yet support various diversity techniques (multiple cell operation, carrier aggregation, parallel redundancy, etc.). A fixed packet size is also considered.
