The security policy is usually written and documented under the direction of the top management of the organization, approved by the state regulatory authority and communicated to all employees of the organization. A properly communicated safety policy is a prerequisite for creating and developing a positive safety culture within an aviation organization . A positive safety culture is characterized by communication based on mutual trust, divided perceptions importance of the safety and the faith of employees in the effectiveness of the preventive measures been taken. Thus, if a person does not realize expediency of some actions, then the person is not motivated to carry them out, and it is not possible to force them to work effectively with a willful technique. To consider differently, means to be deeply mistaken. From here, a major element in the system of positive culture of safety is motivation.
