E-Business Platform to Enable Integrated Local Government E-Services

E-services is an efficient way of providing services both in public and private sectors. Provision of e-services is a very topical issue in the public sector at the moment. Implementation of e-services is a complex process, in which it is necessary to use some kind of an e-business platform. In Latvia, there has been created an integration environment called VISS for this purpose; also, a number of other e-business platforms that enable the provision of integrated services have been created both in the public and private sectors. The rapid changes in business requirements and the need to adjust e-services to them swiftly and efficiently has brought about the need for e-business environments. An e-business environment consists of a business integration and service management environment, an e-security system, a centralised payment processing system, standards, methodology, and an e-services portal. E-business environment standards and methodology also contain a new e-service design method, which is based on business process description in Yet Another Workflow Language (YAWL), which is automatically transformed into Business Process Execution Language (BPEL). During transformation, processes are optimised on the basis of multi-criteria optimisation to ensure the e-service’s QoS. The use of such e-service design method makes it possible to adapt, in a maximally short time, to changes in the business process and to engage employees of government and local government authorities in the e-service design process.
