The paper deals with Foreign Languages Teaching, such as Latvian and English, in the framework of social and education changes. It analyses the impact of demands in languages market, students' attitude to the EU and willingness to participate in two courses: Latvian, official state language, and English. (integration of the foreign students in the Students community of the University of Latvia) and network-based English course at Riga Technical University [RTU]. English is considered on the basis of the application of computers and in particular the Internet for educational needs i.e. for foreign language leaming. The necessity of the PCs in educational process and the attitude of university students to the application of ICT in foreign language learning play the important role to ensure the educational benefit. The paper also examines the motivation questionnaire of computer literacy, Internet access, vocational English needs and learning preferences of students at RTV. The data will be used for the preparation of the prospective vocational network-based English language course in RTV. The aim of the questionnaire is to estimate the learners' needs of potential and prospective vocational network-based English course and to identify the readiness oflearners to it. The authors put forward a discussion on the process of Latvian and English languages learning and cross-cultural communication, respect to different identity, ways of pedagogical solutions.
