The Latest Trends in the Spatial Planning Modelling of the Baltic Sea Region Determine a Territory’s Potential

Spatial planning is relatively new term for the Baltic Sea Region (BSR). Under a pressure of globalization the European states authorities work on shaping the policies at intergovernmental cooperation level with a target of territorial policy-making and entire integration across Europe. This causes an erasure of the boundaries between the countries, replacing a number of existing instruments, ensuring coherence and simplifying assistance programming and management. A territory plays a very important role in the spatial planning, since a territory is an actual location for the interaction of the external and internal aspects taking a real place. The BSR covers Russia and Byelorussia, Norway and Germany as obviously important partner areas of the traditional tight politically-economical relations with the European Union’s Eastern boundary. The BSR as macroregion moves towards the regional economic approach and knowledge-based economy. In the frame of a strong decentralization of the spatial planning systems the adoption and integration of knowledge from the Germanic and Scandinavian planning families are the topical issues for the new European Union members of the area (Estonia, Latvia and Lithuania). Regional economic planning is often directed towards stimulating commercial and industrial environment of a region. The results of the analysis on the current topics, trends and multidimensional modelling in the frame of the economic framework in spatial planning of the BSR are presented in the Paper. The authors rely on the created model of the industrial real estate market segment development considering the countries’ resource potential by the influence of the climate change for the next 25-30 years on a sample of the Republic of Latvia. The proposed model provides significant quantitative growth of the modern industrial real estate stock. It implies making a balance and corrections for the other branches of the national economy.
