The research is a part of the investigation on the models of the Latvian powerful neighbour countries investments allocation. The main attention is concentrated on the Latvian industrial development under the territorial cohesion meaning of the Baltic Sea Region. The problem of Latvian industrial location attractiveness is analysed applying Gini coefficient on Regional specialization and geographical concentration of manufacturing among other economy sectors and within three Baltic countries, variables from the amplified in the XX century the New trade theory, and a role of the multinational enterprises in the industrial business is examined. The main findings of the research are the following: Latvia has considerable decrease of industrial regional specialization from 2000 to 2011 between three Baltic countries; low economy concentration and productivity level point that it is early to predict stable and balanced economy development in Latvia. The Paper comprises theoretical discussion on the ratios of the analysed Gini coefficient.
