Recommendations on Implementation of Governmental Energy and Energy Efficiency Policy Planning and Managing Institutions at Regional Level in Latvia

Field of energy and energy efficiency is a part of country's economic system connected with all other sectors of the economy. While latest regional reform at 2009 in Latvia was created 109 districts and 9 cities, with the powers of regional authorities. The planning and managing of energy and energy efficiency policy in districts is the function of Planning Regions. This research showed that in the Planning Regions the issues of energy and energy efficiency policy are not dealt with on a proper level. The shortage of specialists and municipal responsible persons aggravates the necessary data acquisition and processing. In order to improve existing procedures, state institution in each Planning Region which would be responsible for the field of energy and energy efficiency measures and carrying out control of their execution thus developing further, as a result, the policy of the field should be created. In order to implement successfully and sustainably the idea about the establishment of municipal energy agencies, the authors of this publication are recommending management activities for regional authorities. This research is of international importance because it can be applied in the new EU member states to improve their administrative planning on a regional level.
