The Policy Coherence for The Implementation of Sustainable Energy Action Plans on National, Regional and Municipal Levels

Research is being made on the improvement of sustainable energy planning. Develop coherent energy policy and methods for improving the hierarchical system of the action plans in all planning levels. On a national level, a country’s Action Plan (AP) of sustainable energy efficiency (EE) (till the year 2020) has been developed in Latvia, based on the EU Directives and corresponding national legislation, as well as on the Energy Development Strategy of Latvia till 2030.On a regional level, sustainable EE AP plans have been created (till 2020) for all the five planning regions on the basis of the state energy policy coherence with the use of the methodology of the international project “Going Local 2020”. On a municipal level, sustainable energy AP have been drawn up, both – long-term (till 2020) and short-term (2 – 3 years) AP. This allowed a deeper study of sustainable energy policy coherence from the EU level to any individual production unit and household.
