Employers Investments in the Human Capital as a Factor Facilitating the Economic Growth

Investments in the human capital may be made by three groups: the state, enterprises, and physical persons. The article calculates benefits of enterprises and householders obtained from investments in the human capital. The chosen object of investments for enterprises is investments in training of employees. One of methods of its increase is rising of qualification of employees including training. In accordance with scientific investigations, increase of training hours for one employee for 10 hours per year (that makes approximately 0,5% of the total amount of working hours in one year) will rise the running productivity of the employee for 0,6% to 1,3%. In addition, the return from such investments composes in average 17 – 24%. By applying this information and statistics data, the author calculated that increase of the pre-tax profit depending on the return from investments may compose from Ls106, 74 million (in case of 14% return) to Ls7,6 million (in case of 1% return). By calculating the difference of the pre-tax profit and after-tax profit additionally, it was proven that the increase of profit caused by investments raises amount of taxes paid in the state budget. For example, if the return from investments composes 9%, the additional approximate income in the state budget is LVL24,97 million. As it was already mentioned above, the state shall facilitate investments in the human capital since it provides additional budget income; and, in case of reduction of tax rate, a double effect can be reached: additional income from the made investments and increase of transparency of economics.
