Shrinking City Assessment Methodology

The paper deals with the phenomena of shrinking cities and city development planning. Many cities and municipalities in Latvia are facing population decline and emigration. During the study, a shrinking city assessment methodology has been developed to help to assess implications of city shrinkage on public infrastructure. The proposed methodology helps to create a realistic alternative for assessing shrinkage during the planning process. The city Jelgava has been analysed according to the proposed methodology.
