The aim of research is to formulate the role of thermal inertia of the building materials as a selection crite-rion of edifice renovation strategy and energy plan development at regional and district level in Latvia. The main methods applied by the authors are analysis of the scientific and professional literature, official docu-mentation and logical approach as well as data collection, grouping, analysis and comparison, studies of regulatory documents, as well as statistical data collection and analysis of it. The results of this research is development of criterion system for selection of energy efficiency measures based on influence of the ther-mal resistance and heat capacity of building materials on the thermal inertia indicators of buildings. This re-search is of international importance and can be applied in other countries to improve the selection criteri-ons of edifice renovation and energy efficiency plan development on a regional level.
