The aim of this paper is to survey significant literature on qualitative research method – action research (AR) and to find what advantages and shortcomings AR provide in policy learning process. Based on literature review author illustrates if introduction of this method in development of public administration policy can be a seen as a solution for implementation of unified HR policy and practice in both administrative levels (national and self government).
