Action Research - Way to Improve Public Sector Human Resource Policy Planning and Implementation in Latvia

The aim of this paper is to survey significant literature on qualitative research method – action research (AR) and to find what advantages and shortcomings AR provide in policy learning process. Based on literature review author illustrates if introduction of this method in the development of public sector human resource (HR) policy can be seen as a solution for implementation of unified HR policy and practice in both administrative levels (national and local government).
