Energy Efficiency Improvement Opportunities in Latvia as a Sustainable Development Indicator

An important role in European Union development have sustainable development goals, especially improvement of energy efficiency indicators and reduction of energy consumption in general. Sustainable development goals are defined in “Europe 2020” and “Europe Energy Strategy 2020”. To meet all the energy efficiency goals and interests of all parties involved (national, governments, businesses and households), it is crucial to have available information about the energy-efficiency management process, possible solutions and systematization. Energy-efficiency policy in countries should be analyzed not only in national context, but also in the European Union (EU) and global context. The aim of the research is to analyze the role of energy efficiency for sustainable maintenance in apartments and houses that focuses on attraction of EU structural funds, special attention paying to analysis of experience and results of housing renovation and insulation in Latvia. Tasks of the research are to analyze the potential improvement opportunities for apartment housing energy efficiency in Latvia and to establish energy-saving economic potential for housing apartment buildings. Research results shows, that the EU support for the implementation of energy efficiency measures enables owners of apartments to reduce heat consumption in buildings, in such a way achieving financial profitability, as bills for heating cost are reducing as well; it also promotes reducing greenhouse gas (CO2) emissions, that is one more positive effect on the environment.
