The purpose of the research is to conduct theoretical analysis of scientific literature and documents on the factors which influence students’ as the stakeholders’ perception of quality of higher education; to identify stakeholders’ (students’) perception factors of the quality of higher education based on the empirical data obtained in the survey; to compare the findings of the theoretical and empirical parts of the research for interpreting the results and making conclusions. In the theoretical part of the research content analysis of scientific literature and documents and generalization of the theoretical findings are used. The empirical part includes several steps, such as group interview in 2017, analysing and grouping of factors, students’ survey in 2018, qualitative content analysis of scientific literature and comparative analyses. The research shows that the most significant factors that influence quality of higher education are quality of educational content and lecturers’ competence. Issues related to co-operation among stakeholders do not get enough attention from the staff of HEIs despite the fact that students consider it a very significant quality factor of higher education. During the pilot research a discrepancy between the students’ and researchers’ view on factors that influence quality of higher education was registered. The research is focused on the students’ view in the context of the complicated system of higher education of Latvia. The survey was conducted in Riga at the Faculty of Engineering Economics and Management of Riga Technical University, other Latvian city HEIs have not been included in survey. The research is based on the holistic approach to quality and four paradigms: process-oriented, customer oriented, quality-oriented and cooperation-based paradigm.
