Possibilities and Solutions for Managing Multi-Apartment Residential Buildings in the Latgale Region

Apartment ownership is one of the most common types of real estate in the country. In Latvia, 66% of the population lives in apartments, not in private houses, and this is the highest proportion of people living in apartments among the 14 European Union countries, for which data are collected by “Eurostat.” The housing management and administration sector is one of the most important economic sectors, regardless of the economic situation in the national economy and the region of Latvia. Maintenance of apartment buildings in a condition suitable for a living cannot be ensured without management. Different categories of residents live in Latvian apartment buildings - different in age, economic, and social status. Ensuring and equalizing the comfort level of the shared property according to the financial capabilities and wishes of each apartment owner is a complex task, where the manager’s actions in educating and informing residents and choosing the most optimal management option are essential, intending to maintain and organize the residential building as best as possible. In the research, the authors provide an idea of ​​the concepts of joint ownership and separate ownership, the concept of the apartment owner, rights and obligations, and get acquainted with the most important laws of apartment building management. A survey was conducted among apartment owners to understand how well they are aware of their rights and obligations, to what extent they are informed about the aspects of property management, and how much they want to participate in the management and management of the house. The research summarizes conclusions and proposes solutions for management problems in the Latgale region.
