Biomass Residues and Energy Crops Availability and Use in Latvia

One of the main goals of the energy policy and climate change mitigation policies in Latvia is the promotion of the development of renewable sources of energy - biomass energy, hydro-, wind- and geothermal energy. Biomass fuel is the most important domestic fuel and widely used already in Latvia and it is determined in Energy Programme as well as in other official documents that the biomass fuel part will be significant in future also. The objectives of this paper is to describe the availability and use of Residues and Energy Crops for Bioenergy in Latvia The main type of biomass resources that considered in this study are: industrial by-products from wood industry, wood wastes, forest residues (woodchips, logging residuals from either commercial or local/traditional activities), sugar crops (sugar beet), starch crops (maize, wheat, corn, barley), oil crops (rape seed), agricultural by-products and residues. The paper includes explanation of the situation in Latvia concerning bioenergy: national legislation, bioenergy market, bioenergy potentials and etc. Figures on biomass availability at national & regional level: acreage and yield (land use categories, bio-energy crops, forest residues, etc.), historical & present use figures on biomass use per type of feedstock and per type of final use including heating, electricity production and biofuels production are presented in this paper. The increased use of biomass in district heating (and co-generation) looks promising in terms of cost-effectiveness and reduction of GHG emissions. Municipalities that will not be connected to the gas grid for the foreseeable future, due to the small current and anticipated future demand for gas, present a specific potential for biomass use for energy.
