In this paper an integrated decision support tool, based on the system dynamics theory, is proposed and discussed. Among several energy models for energy planning System dynamics theory–based modelling seems to be a good tool for planning the development of national energy sector since social, energy and policy scenarios can be well integrated. In the paper the main model components, as well as criteria and assumptions are described, including the principles of rational economy, the increase of efficiency of wood fuel technologies, and changing the people behaviour by preferring an environmentally sound energy source if competitive market price and facility comfort is provided.
