Problems of Human Capital Development in Latvia
The Role of Human Capital in the Development of the Countries and Regions of Central and Eastern Europe 2010
Līga Kamola, Viktors Nešpors

Human capital plays a significant role in the growth of any country. Some time ago the competitiveness of the society and its prosperity were determined by production means and other tangible values, whereas in a knowledge-based society it is determined by the individual’s competences, attitude and intellectual skills where competence encompasses both knowledge and skills, but the attitude finds its expression through human motivation, behaviour and ethical values. In turn, intellectual skills are the ability to think creatively, be able to change the established practices and find innovative solutions.
