Owner’s Role in Creating Energy-Efficient and Viable Property in Latvia

With regard to apartment buildings constructed during the Soviet Era, there are about 35,000 public, municipal, cooperative buildings, and the ones in shared ownership. According to the legislation of the Republic of Latvia, all of them were handed over to privatization. According to statistics, in Latvia there are 29,563 apartment buildings with 519,957 apartments. A majority of them were built in the period of 1960s–1980s. Their average age is from 15 to 40 years or even more.
