Process Management for Quality Assurance: Case of Universities

A “quality organization” can only be achieved by implementing the Total Quality Management (TQM) approach, which encompasses every process and stakeholder of an organization. The term “Quality Assurance (QA)” in general is related only to those processes that ensure delivery of products or services to the customer. The evaluation of education service quality is essential to provide feedback on the effectiveness of educational plans and motivate implementation of changes in business and support processes of university or Higher Education Institution (HEI). Existing barriers and motivation to use process approach for QA in universities are often unknown or unclear to the stakeholders. The aim of the paper is to develop recommendations regarding the principles that a quality management system of a HEI – and in particular, that of the Riga Technical University should be based upon. Fast-changing environment is yet another topical issue that complicates maintaining consistency of education services’ quality. Implementation of TQM philosophy and principles in universities will only be successful if adjusted to specific environment of each organization. We should not forget as well that education is a unique service without a clearly visible and tangible output. Education services are characterized by a number of features and attributes that differentiate these services from others and affect the overall development strategy as well as individual functional strategies of a university. Universities should also continuously inform society on their strategic goals and the value of education. And these goals must be aimed at excellence, such as, scientific and research excellence, study excellence, organizational excellence and reputation, excellence in infrastructure, etc. Considering various requirements and challenges posed to a university, its successful development is rooted in continuous and rational improvement of the processes. The improvement of the processes and environment entails several aspects: as example, adherence to social responsibility principles, development of creativity and innovation fostering methodologies. Also such aspects as globalization and internationalization and consideration of a national and international scale external environment requirements are important as well. Each country individually tries to ensure, manage and control the quality of education provided in universities. This is done through assessing the conformity of the study process to given standards. It is imperative that not only the quality of the studies is assessed, but also the quality of the entire study process and HEI activities is ensured. Nowadays, receiving a quality service that is adequate to the time and resources invested, has become important. Hence, people pay more and more attention to the reputation and performance of universities. Process management based QA solutions proposed in this research is one of the prerequisites for mutual growth and development of universities and their stakeholders.
