The Influence of Stakeholders on the Evaluation of Human Resource Training Project

Purpose. The main purpose of the paper is to create the theoretical model of stakeholders’ influence on the evaluation of human resource training projects. Methodology. This is a mixed method study. The research consists of five stages. In the first stage the critical review of term “human resource training project” was conducted. In the second stage the models of training evaluation were analysed, applying the method of mapping review and content analysis. In the third stage the traditional literature review and logical analysis was used to determine the stakeholders on human resource training projects. Further, the expert method was applied to verify the importance of the criteria of human resource training evaluation to relevant stakeholders. The expert sample was formed from representatives of different stakeholders’ group. The experts were asked to rank the certain criteria of human resource training evaluation by importance for represented stakeholder’s group. The expert survey’s data reliability was checked up by the coefficient of concordance. Finally, in the fifth stage, the synthesis of the results of theoretical analysis and expert survey was carried out. The main sources of literature were online multidisciplinary academic databases as Scopus, EBSCOhost Web, ScienceDirect, SpringerLink, Wiley Online Library, and Google Scholar. Results. The commonalities and differences of human resource training project, process and system evaluation are discussed. From exploring various models of training evaluation, the criteria of training evaluation were summarised in context of their appropriateness for human resource training project evaluation. The stakeholders on human resource training projects were defined and grouped for previously revealed criteria, and the theoretical model of the stakeholders’ influence on human resource training project evaluation was elaborated. The theoretical contribution. The theoretical findings described in this paper can contribute to the field of strategic human resource management. Practical implications. The proposed model can be used by human resource professionals to develop or choose the human resource training project in accordance with stakeholder approach in organisational management.
